It is genuine, no question about that. I have seen a few over the years. From memory, they were Honor badges for organizations.

No, this is definitely not the inverted U ring. It is one of the several variations of the round struck ring.

There are quite a few different badges bearing the "Made in USSR" stamp. No need to precise that, as you anticipated, they are fakes produced in the early 1990s.
The one on the left is a nice original one though.

As Andreas mentioned, your badge is the latest version that was produced in the 1980's until the end of the USSR. It has been "artificially aged".

And here is another slightly earlier one. There is something that bugs me with that 23118, but I can't put my finger on what it is exactly. The surface of the back shows lots of unusual imperfections, the screwpost is not standard, the soldering differs from usual, the rivets have been messed with, ...
