as you correctly pointed out, double screwback is first emission, and is usually matched with lower serial numbers. It is not true that "lower numbers mean little", they mean little in terms of year of assignation, but if we merely talk about manufacturing, they obviously followed a numerical order and lower numbers are earlier productions. When you see a low serial with a pinback, it means that it is a factory converted screwback (regaleco's example). In your case, the screwback example on the left is a nice original piece, but I don't like the nuts, they are copies imho.
Broadly speaking, there are two variations: screwbacks and pinbacks. Then, there are early pinbacks converted from screbacks, or original pinbacks, usually from the 1970s-80s, without serial number. Minor differencies can be also traced in the pinback, or the type of number impressed, but in any case these are always IKOM productions.
Regarding hallmarks, they usually indicate the purity of the metal and the producer, but as in the case of all other Yugoslav orders, there is no consistency in their application, and sometimes you can find one, the other, or more often than not, none.

come dici giustamente, gli ordini a doppia vite sono di prima emissione, accompagnati da seriali solitamente bassi. Non è vero che numeri bassi non significano nulla, significano poco in termini di anno di conferimento, ma se parliamo semplicemente di produzione, seguivano ovviamente un ordine numerico e numeri più bassi sono legati a serie più vecchie. Quando vedi un ordine con numero seriale basso e con spilla, sono di solito conversioni di fabbrica (come l'esempio di regaleco). L'esemplare a sinistra che riporti tu è un bel esempio di prima produzione, ma a mio avviso le viti di chiusura sono copie.
In generale, ci sono due varianti, a doppia vite e a spilla. Poi, ci sono prime produzioni convertite a spilla, o esemplari originali a spilla, solitamente degli anni '70-'80, senza numero di serie. Differenze minori si possono trovare anche nelle spille, o nei numeri impressi, ma si tratta comunque sempre di produzioni IKOM.
Riguardo ai timbri, indicano solitamente la purezza del metallo e il produttore, ma come nel caso di tutti gli altri ordini jugoslavi, non venivano impressi in maniera sistemica, a volte trovi uno, a volte l'altro, più spesso nessuno dei due.
