Here is the research. A milliom different interpretations of his name, but its the right guy.

Rudyuk T.P has served in the Navy since December 1941.
During the Patriotic War he has shown himself as a true patriot of the motherland.
Whilst in the Naval Fire Department No.71, he attended numerous fires at Naval facilities whilst under fire and bombing from enemy aircraft, such as:
In the city of Tuapse, during enemy bombing, tankers of petrol and oil were set on fire and working as part of his unit, Comrade Rudyuk worked for 12 hours during this (massive) air raid.
In the city of Tuapse, in the region of Lazorevka – a fire broke out at the airfield during an enemy aircraft raid – both planes and fuel tanks caught fire – Unit Commander Rudyuk successfully liquidated the fires.
On the 6th April 1945 at the port in the city of Izmail, there was a fire on a barge loaded with valuable captured property. Comrade Rudyuk worked in the smoke filled hold for an extended period of time, and only on the orders of the head of the command was he extracted from the hold in a semi-concious state.
Unit commander Rudyuk is disciplined, knowledgable in his speciality, demanding of himself and his subordinates and enjoys authority among the personnel.
He deserves a government award.
