The Decree that allowed Combat Merit Medals, Red Stars, Red Banners, and Lenins to be awarded for length of service was indeed established on June 4, 1944. From that date onward, military commanders could nominate their subordinates for one of these awards, of course in accordance with the regulations stipulated in the Decree. In this case, Koshelev was nominated by his commander for a Red Star on July 31, and the order was finally awarded by Decree of November 3, 1944 (the date on which the first mass awarding of long-service awards took place). Between June and November, all over the country these long-service citations were being drafted, and they were then collected and the awards awarded together on November 3, 1944.

Dank u wel, Auke, for the clarification! This means that the reference to the decree (or the translation) in Mr. Koshelev citation is wrong.
However, I am surprised that all this work for mass distributing long service awards could still find resources for doing it in spite of the crucial years of war.
cheers
sergio

I'm not sure what you mean - both the original record card and the translation correctly state that he was awarded his Red Star by Decree of November 3, 1944. You are right, though, Sergio, that it was a lot of work to award thousands of long-service awards, but keep in mind that by 1944 the Red Army was advancing continuously and the defeat of Germany was inevitable, giving the Soviets some breathing space and the possibilty to focus on secondary things like handing out awards. They would not have been able to award decorations on such a scale in 1942, for example.

This is what initially confused me. According to other books I have (written by the usual suspects... ) that decree was from June 4th, 44 and not July.
Cheers

You are right; it was probably a typo in the original citation.

Nice orders
As was already mentioned, I am confident that both medal documents are bad.
