Description of the personal feat or merits:
"Comrade RZAEV assisted the battery in achieving it’s military objectives by competently organising politico-ideological work and skilfully leading the party members.
10.1.43 in the engagement for khutor Vabourkin the battery destroyed one enemy tank, demolished two pillboxes and one observation post, suppressed
enemy battery, which prevented our infantry from advancing.
21.1.43 the battery destroyed by direct fire one heavy MG.
26.1.43 the battery was the first, together with infantry units, to enter Stalingrad and suppressed enemy mortar battery in street fighting.
Comrade RZAEV is always among the field troops, inspires them for fighting against the enemy, a good Communist party and Communist youth leader. His battery does not have a single disciplinary incident and is being morally healthy and tough fighting unit.
Comrade RZAEV is worthy of “Order of LENIN”."

Was it perhaps because of the by then recent downgrading of the institute of Political Commissar altogether, which not by chance happened right during the Battle of Stalingrad?
