ORS serial number 35.018. Awarded to Fedor Varfolomeevich Vinograd, head of firefighting service of local AA defense, on 10/02/1942.

Description of the personal feat or merits:

"Comrade VIVOGRADOV, Fedor Varfolomeevich, VKP(b) member, born 1908, has been working in firefighting since 1926. He has personal qualities of a strong leader, has excellent knowledge of firefighting techniques, has well earned excellent reputation among the troops.
The fire brigades lead by comrade VINOGRADOV were prompt to extinguish the fires caused during the Fascist’s air raids on the town Odessa during 22, 23, 26, 28, and 29 July this year, which caused large and complicated fires in the residential areas, as well as production facilities located in the town.
On 22 July comrade VINOGRADOV rescued 11 residents of the destroyed 5 floor house, who were otherwise doomed to death, located in the “Maliy pereulok”, house #5. 16 of August 1941 at 08:42, there was a Fascist air bombing raid by HE and fire bombs on the station “Zastava 1st”, Odessa rail-away system. As the consequence of that, the military railway trains carrying ammunition caught on great fire followed by mass explosions of the shells and mines. There were over 1000 loaded train cars on the station at the time.
The head of firefighting service of Local AA defence comrade VINOGRADOV promptly directed main firefighting forces towards the incident location. He personally arrived on the scene and took over the command of one of the main sectors, where the fire was spreading towards the cars loaded with military equipment and ammunition.
Working right between the burning train cars and exploding ammunition, he ensured fire extinguishing of the train cars by skilfully commanding firefighting units, by personal courage, and by setting personnel example.
Apart from general command, he personally actively participated in manually towing away the train cars loaded with ammunition, thus encouraging the personnel for selfless work.
The success in combating the fires by the units of the firefighting service of the Odessa local AA defence was provided for by comrade VINNOGRADOV by means of proactive firefighting and political training in the period long before the start of the war."
