This is a late-period soviet artillery captain service uniform.
Check the exact date on the back of the buttons on the jacket. It will be the last two digits of the year of production.
The cap is dated 1991.

I would add that the band of the cap should be velvet. From the photo it is not entirely clear what it is.
For artillery and tank troops, the band of the cap and buttonholes are always made of black velvet. This black velvet buttonholes is correct. What about the band of the cap - I can not see...
