It is a picture taken from Shiskov and MUzhalevski's book. I'm unsure it is a genuine assembly of an uniform and medals... Looks like a wealthy collector fantasy. We need some evidences from photographies!

Guys,
IMO, it could be a former military attache with the Soviet Embassy in Spain. It is fairly common to award something to high ranking foreign diplomats who have been in post for some period of time.
