This order was established in 1912 as a diplomatic award, and was bestowed on foreign dignatories, monarchs and nobility. Later it was subdivided into three classes and 12 grades. The one pictured here is 3rd class 4th grade, awarded to 4th grade State officials. Interestingly, after the revolution of 1921 for lack of any other awards this order was also given to Russians and Mongolians for their contribution to the Revolution.

After 1991 the mongoliand brought back this order in 3 grades again as an award for foreign dignitoties. Ex US Secretary of State james Baker received a 2nd class.

I'm not a collector of mongolian awards but i like them very much.
I have searched for some documentation about this awards but it's quite neglected from the books and web resources and it's very difficult to get photos.

One thing I forgot to mention is that it was manufactured by the Russian "Bock" company.

As for the rarity - yes, extremly rare.

They were made by a private Russian company called "Bock".
