Are we talking about the first or second East Turkestan Republic?
The second one was Soviet-backed (although supposedly the USSR betrayed it, so to favour the PR of China), but the first one was generated by a nationalist revolt. The style of the decorations makes me think we are referring to the Second ETR.

now this territory belongs to the People's Republic of China with the name of Sinkiang or Xinjiang Uyghur Autonomous Region,
is an autonomous region of the Peoples Republic of China since 1955 , where the majority of the population is Uighur.
The Xinjiang borders the Tibet Autonomous Region to the south, and the provinces of Qinghai and Gansu to the south-east.
Also borders with Mongolia to the east, with Russia to the north, with Kazakhstan, Kyrgyzstan, Tajikistan, Afghanistan, Pakistan
and the Indian-controlled Kashmir to the west. Includes good part dell'Aksai Chin,
a region claimed by India as part of the State of Jammu and Kashmir.
" Sinkiang " literally means " New Frontier", a name given during the Qing Dynasty.
The name is considered offensive by many supporters of independence who prefer to use historical names
such as ethnic or Uyghuristan, East Turkestan. These names, being involved in the independence movement
are considered offensive by the government of the PRC and the many local Han Chinese residents (41 % of the population).

An interesting combination indeed, the one of crescent and star. Crescent and hammer and sickle were put together on cap stars for Azeri Red Army troops - pretty much in the style of the Azeri Red Banner
