Now about this enamel

Please take a look at the following pieces

Very early "mothers" without монетный двор practically always have problems with enamel.
Most likely because they`ve never had enamel in the first place
Lacquer (just like one you can find in "for bravery" letters)
Another possible scenario (since I don`t have documentation of mint) - low quality enamel (but first variant is much more dear to my heart )

You can`t even compare it with the quality of later pieces

Another early example (this time it is 1st class)
It looks almost like it was repainted

Lacquer or not lacquer but my point is that

this is absolutely normal for really early "mothers" to have paint on their stars or nothing at all.
