With its booklet...

At the time I bought it, I used the timetable established for serial number, by Anatolii Kutsenko, to check if the s/n was in a correct period. I check too the s/n booklet, and the "I" series fits in the early 80ies.

Nice order! Take a look of mine here, same year and same serial on the booklet!

Yes! I forgot to take a picture of the reverse!

I looked in the Muzhalesvki and the old Kutsenko: 16419 is consistent with 1981, 40xxx would be consistent with december 1981... But your booklet could be all right for the 1981 summer. I don't think it is worrying. The Mint could have shipped some groups to different administration and Party comitees in various regions, with a 40xxx serie given earlier than others.
