I agree that the design is quite Yugoslavian, but the screwback suspension at the reverse, shows the maker's mark of the Polish State Mint, that actually produced orders and decorations for the Albanian Republic, along with IKOM-Zagreb -thus the design of some awards- PräWeMa-Markneukirchen in the DDR and some others.
