It is "sotsiorevnovanya" or socialist competition...

Really nice "Otlichnik"! Quote GC, never seen before, i find it interesting for the stylistic evolution ( i mean design ) of this badges, this one is tipical from the last period of the Soviet Union. Komsomol, as always, thanks for sharing this group!
