There is OPWII 1985 issues for this name. But no other awards.
I think, chances are high that this is a NKVD award and therefor not traceable. But no definitive answer can be given without research.
Could you post the award book photo?

Correct, he is in Nepomnyashchy's book. He was a Guards Senior Lieutenant in the Independent Coastal Army.

There's a chance his name is actually Markov; there was a Guards Senior Lieutenant Georgy Illarionovich Markov - (Марков Георгий Илларионович 1918) who was awarded a Red Banner on December 29, 1943 by Order of the Independent Coastal Army (http://podvignaroda.ru/?#id=21503937&ta ... ilManAward).

Markov's last award OPWII is posthumous.
Guards Captain MARKOV was KIA on 10 Feb 1945.

Just to add, that MARKOV was now a pilot...
At ORB award: Company Commander of 80 Gu. Rifle Regiment, 32 Gu. Rifle Division.
At the time of his death: Battalion Commander of 264 Gu. Rifle Regiment, 87 Gu. Rifle Division.

MARKOV's ORB citation mentions his decisive actions when seizing the height 125,6.
Here is the map from 19/Nov/1943 where the height is shown.
The height 125,6 was seized by 80 Gu.RR on 12/Nov and 7 counter attacks were repelled on the same day.
