It is unfortunately not that simple.
First, we need to remember that original leaves "found their way out" of the Mint, so focusing exclusively on them may lead to the wrong conclusion.
There were some specific elements to the original construction, the most telling one being the rivets (I won't go into any more details since we are in the open part of the forum).
I have also been researching in the serial number interval in which OH were made (from 1,463,430 on). It is important to know that they were produced in batches (consecutive or not) of 100 pieces, from x30 to (x+1)29. So, should you find any OBH in that last range, you can exclude 100 SN straight away.
By the way, please send me all the SN of OBH with numbers above 1,463,430 to help me complete my research.
That being said, this SN number falls in a range of known OBH, so, this one is no good

I do not know if it is obvious from the picture, but the P in CCCP seems totally wrong. I see also differences in the mintmark (besides the general surface texture of the reverse), and the rivets are installed very roughly.
