Hello gentlemen, I have a translation problem with this small document.

It states the bearer has graduated to the 3rd step of a military specialisation, but I'm annoyed with an adjective writting. I read the bearer is "specialist in svigotelniy apparatus", but I can't really figure some of the first letters, I'm absolutely unsure.

I have a second question: what kind of badge comes with this? In 1963 iit could be the classical interarms proficiency badge?

Seb, if I ask Google to show me a badge for специалист по ... установкам 3 класса, this is the most frequent answer. Is this the badge you were thinking of?
