It is actually not made out of silver, but of German silver which is then silver plated. The threaded part itself could be actual silver as some defective medals (courage, military merit, labor, etc) are known to have been used in that capacity.

In the book of Paul McDaniel and Schmitt + mondvor.narod + collectrussia, both types appear indistinctly in OPW 1 and 2, Order of Nevsky, medal for labor, medal for combat service, medal for valiant labor and medal for distinguished labor.
