It made at the Moscow Mint.
Folders issued participants of the meeting devoted to the 30th anniversary of the Soviet army in 1948.
The number of participants Army Conference in 1948 - more than 2,000 people - in the theater of the Soviet Army with room for 1,950 seats had to organize extra beds.
So the participants are not so many.

at almost exactly the information that I got, surprising that we do not find much. Including how the badge is worn because this is an unusual fixing is as it is still a version with classics fixing for Soviet insignia.
