This sign in fact - the bronze overlay folder.
It made at the Moscow Mint.
Folders issued participants of the meeting devoted to the 30th anniversary of the Soviet army in 1948.
The number of participants Army Conference in 1948 - more than 2,000 people - in the theater of the Soviet Army with room for 1,950 seats had to organize extra beds.
So the participants are not so many.

The figure on it reminds me a bit of the Murmansk and Red Latvian Riflemen monuments..
